ICSF — International Collective in Support of Fishworkers
The International Collective in Support of Fishworkers (ICSF) was founded in 1986 and is based in Chennai, India. It works on the governance of fisheries as a global commons: the rights of small-scale fishing communities, equitable access to coastal and ocean resources, and the threats posed by industrial fishing and aquaculture expansion. ICSF produces policy analysis, supports community advocacy, and connects fishing communities across Asia, Africa, and Latin America with international governance processes — including the FAO's Small-Scale Fisheries Guidelines, which ICSF helped shape over many years of engagement.
